A turning point in Hamas’ perception? Palestinian Civil Affairs Minister Hussein al-Sheikh, who is also in charge of relations with Israel, sent a first letter to the US Secretary of State for Israel-Palestinian Relations, Hadi Amer, in which he claimed that “Hamas is committed to the state within the 1967 borders.”

A letter dealing with agreements between the various factions in talks between them in Cairo ahead of the Palestinian Authority elections, which was revealed on the Amad website, stated in the second section: “Commitment to a Palestinian state within the 1967 borders of which East Jerusalem is the capital.” Beyond that, it was agreed on a commitment to international law, recognition of the PLO as the international representative of the Palestinian people, a commitment to recognition of the election results and a commitment to the national struggle – ostensibly in peaceful ways.

The second part of the letter deals with the presidential decrees issued by Abu Mazen stating that the PLO is the only official representative of the Palestinians, and that the basis for holding elections is the PLO law. Finally, the last section states that anyone who wants to run in the Palestinian elections must recognize the PLO law.
