The Minister of Economy and Industry, Amir Peretz, today signed a draft order for import groups that will allow a reform of the testing regime of products imported into the country, which have an official standard, before entering the country and distributing them to the markets.

The order is the result of very long work of professional discussions, publicity in July 2020, receiving many comments from various and varied sources, preparing a professional response to all inquiries and comments, changing decisions as needed and more.

There are currently about 500 official standards in Israel, which are subject to a regulatory regime at various levels. About half of them – 240 are in the most stringent inspection group (Group 1), where each shipment is inspected upon arrival at the port. About 170 standards are in the second group, which requires an initial model inspection and the importer’s obligation to submit a declaration of conformity to the standard and the model tested, and the rest, in the third group, the most lenient, where an importer declaration of compliance is required based on documents. .

As part of the reform, only 150 standards will remain in Group 1 – only about 150 standards and the rest will be classified in Groups 2 and 3. This, when its entry into force will be conditional on increasing enforcement in the markets. However, Minister Peretz demanded that all children’s products remain in the most stringent test group in order to protect the health and safety of children.

The reform will be applied in three stages:

When the first one, it will apply in 60 days and will include the products … (list in the attached table)

The second, in a year and will include the products .. (List in the attached table)

And a third in two years and will include the products .. (List in the attached table)

The division of the reform into 3 beats was done in order to implement it in a gradual manner in accordance with the completion of the reinforcement of the supervision / enforcement system in the proper administration.

The reform means a reduction in the costs of importers who will require less testing and distribution of products to markets on shorter schedules. These costs are expected to roll over to consumers and lower the cost of products. In addition, the facilitation should also encourage entry into the market for new players and increase competition, which should also lead to lower prices and the assembly of a variety of products. According to an estimate by the Ministry of Economy, based on an economic examination, this is a saving of about NIS 300 million. And at risk tens of thousands of seniors, gas-powered products, etc., with the relatively highest risk, will remain in the group where the most stringent tests are required.

The stick groups – 2 and 3, will include, among other things, lighting fixtures, primary batteries, air conditioners, white appliances (dryer, washing machine, microwave, dishwasher, cooking ovens, etc.), electronics (TVs, cell phones, video systems And audio, computers and more

It should be noted that this reform, which will reduce the amount of products that will be tested in stricter tests, will require increased enforcement in the markets, which is a condition for running the reform.

Minister of Economy and Industry Amir Peretz sees great importance in the standardization reform and approved it after examining it and its implications well with the standardization commissioner in the ministry (outgoing Mr. Yaakov Wechtel and the current Igor Duskolovitz).
