Genoa – The government has approved a new decree with a new tightening on anti-contagion measures that provides for fines of up to 3 thousand euros for violations and the use of the army for public security tasks (the rules and news here). But meanwhile the epidemic does not stop. Yesterday they are exceeded 50 thousand cases, today the figure rises to 54,030: 3,612 more than yesterday. The growth rate, equal to 7.2%, is one percentage point lower than that recorded between Sunday and Monday. They are still high numbers, but the decline in the infections that began a few days ago is confirmed today. Compared to Monday, deaths are increasing: in the last 24 hours they have died 743 people (the total number of victims therefore rises to 6,820). In the intensive care units there are 3,996 patients. Today’s positives also include the former head of civil protection Guido Bertolaso, called by the Lombardy Region to follow the construction work on the Fiera hospital in Milan. Between yesterday and today I am heal 894 people, for a total of 8,326 from the beginning of the emergency.
Despite the downward trend, however, hospitals continue to face a serious emergency. The contents of the new decree
Army with public security duties, powers expanded to Regions and Municipalities to adopt or remove emergency measures, the date of July 31st as the term of validity of the measures (coincides with the expiry of the 6-month state of crisis promulgated in January). This is the content of the decree just approved by the Council of Ministers.

In article one, the decree provides that measures are taken for predetermined periods, lasting no more than 30 days each, which can be repeated and modified «even several times until 31 July 2020». “That is simply a date that indicates the end of the national state of emergency that we had promulgated in January – specified Conte – We are ready at any time and we hope very soon to ease the grip of the restrictive measures and overcome them”.
In essence. in the new decree, the government adopts a series of measures that can be revoked or supplemented by new measures by local authorities, regions and municipalities. Any changes will then be transposed within seven days by a national provision. Another novelty: the fine for those who violate the anti-contagion rules will rise «from 400 to 3000 euros» (All measures of the decree here).
