Draft PNR, devastating Covid crisis, no time to waste – Economy


The government has intervened in recent months to “counteract the devastating economic effects of the COVID-19 epidemic” and now “there is no time to waste” to avoid “a phase of economic depression”. Economy Minister Roberto Gualtieri writes in the introduction to the Pnr, according to what is read in the draft that ANSA is able to anticipate. The document indicates the lines of the Relaunch Plan that Italy will develop for September based on three pillars: “modernization of the country, ecological transition and social and territorial inclusion and gender equality”. The “considerable resources that the European Union has put in place – writes Gualtieri again – must be used to the best”.

Relieving the tax burden is one of the most important components of the government program“and after the wedge cut started in July, the government is working on”a comprehensive reform of direct and indirect taxation“to” design a fair, simple and transparent tax system for citizens, which in particular reduces the tax burden on the middle classes and families with children and accelerates the transition of the economic system towards greater environmental and social sustainability “. With the reform – it reads – “tax expenses will also be rationalized and, in particular, environmentally harmful subsidies (SAD) will be reviewed”.

The “reduction of the tax gap” is a “priority objective” which will be pursued with “the improvement of the quality of controls” also to “prevent taxpayers from making undue use” of anti-Covid aid “, by strengthening” the effectiveness of the collection “and the push for” voluntary compliance “but” the determination not to provide for new amnesties which, by generating expectations about their repetition, reduce the effectiveness of tax collection“.
