This is an amendment to the revival decree jointly presented by the Democratic Party, LEU and Italia Viva which increases the Fund for the purchase of low-emission vehicles by 200 million euros for 2020 and 50 million for 2021.

Scrapping, car bonus of 4 thousand euros

The norm for the car bonus 2020, first signer Gianluca Benamati (Pd), provides for a total bonus of 4,000 euros until December 31, 2020 and in particular a state contribution of up to 2000 euros for the purchase of a 6 euro car with CO2 emissions greater than 61 g / km conditional on a discount from the seller a discount “at least equal to the size of the state contribution”.

Car bonus: 2 thousand euros even without scrapping

However, the bonus could be paid even if to a lesser extent, even without the scrapping of a used vehicle: the contribution in this case by the state is limited to 1000 euros, always on condition that there is a discount at least equal to the seller.

The amendment also guarantees a contribution for the purchase of used cars at least € 5 against the scrapping of a car € 0,1,2,3. In this case the buyer is exempt from paying the tax charges on the transfer of ownership of the car he buys.

However, the contribution may not be limited to 2020 only. According to the hypothesis of modification of the revival decree for next year, the overall bonus would be halved (up to € 2000 with scrapping between state contribution and discount of the assignee and up to € 1000 without scrapping) and is limited to Euro 6 cars with CO 2 emissions between 61 g / km and 95 g / Km.

Cars in crisis: registrations halved

The scrapping bonus could represent a breath of fresh air for the automotive sector: the lockdown has in fact canceled the sale of over 300 thousand cars with a collapse of registrations. For the automotive sector, a red alert involving 125 thousand companies and almost 450 thousand employees.

Those who had to change cars relied on the second hand: according to data from the Ministry of Transport, 206,967 transfers of ownership of used cars were recorded in May 2020, with a variation of -44.61% compared to May 2019.
