Starting tomorrow, June 3, green light to travel between regions. Second homes, travels, trains: what can be done

The 3 June is the designated date: tomorrow the lockdown caused by the emergency Coronavirus will really be behind. In one fell swoop, from midnight onwards, the limitations to travel between regions and also to travel to and from EU countries, Schengen is UK. Based on the data of the monitoring carried out by Higher Institute of Health is Ministry of Health, the Italians are therefore preparing to experience yet another new normal for Phase 2 of the Peninsula. In fact, there are several other prohibitions to let go – many remain, we talk about it here – on which it is good to clarify:

It is undoubtedly the most awaited novelty. The days when you had to take a form with you to take a walk around your home seem long gone, and even those long discussions about the self-certifications with which the Government tried to find an order in the chaos of the Italians’ movements seem even more so. Yet, in reality, the modules survived the first openings while gradually loosening their strength. Until May 18, for example, they were needed to move within the city and regional territory while until tomorrow they are needed to move between the Regions. Less than 24 hours and the separation will be final. Unless you plan on going to France. According to the rules of the transalpine lockdown, in fact, travelers must have a signed declaration explaining the urgent need to motivate the move (essential, cross-border work or the accompaniment of a child to a parent with joint custody).

A lot has been said about it in the past months and finally, with the decay of the ban on travel between regions, starting from tomorrow the Italians can also reach second homes. In the same way, hotels, bed and breakfasts and holiday homes can be booked again even if very few have already reopened.

Mandatory temperature measurement in high-speed railway stations for all long-distance train passengers. This is the main novelty introduced in the Decree signed by the Minister of Infrastructure and Transport Paola De Micheli which updates the Guidelines for informing users and the organizational methods for containing the spread of COVID-19 attached to the Prime Minister’s Decree of 17 May, in view of the reopening of interregional travel on 3 June. Restoration also on board but with the delivery “in place” of packaged food and drinks.

In the field of rail transport, MIT explains in a note, new important requirements have been specified for travelers in stations and on board trains. In all High Speed stations, dedicated entrances for AV and Intercity train passengers are introduced to measure body temperature before boarding. If a body temperature above 37.5 ° C is detected, access on board the train will not be allowed. The presence of a contingent of Civil Protection volunteers for the organizational management of passenger flows is confirmed within the railway stations until June 15. The other novelty concerns the on-board catering services that had been suspended: for medium and long-distance trains, they are restored in simplified ways to avoid the transit of passengers to go to the bar car. In particular, the service is ensured with the delivery “in place” of food and drinks in sealed and single-dose packaging, by personnel equipped with a mask and gloves. Finally, a new regulation is introduced that concerns all line transport services carried out with vehicles usually intended for taxis or NCC with a maximum of 9 seats: in this case, the guidelines relating to local public transport apply.

With the beautiful season now started, the possibility of being able to move beyond the Italian borders – or at least fantasizing about doing it – also returns. From tomorrow it will be possible to cross the Alps again, both for foreigners who want to visit our country and for Italians. In the latter case, however, despite the go-ahead, attention must be paid to the indications of the other governments (the case of Greece has already caused discussion). In fact, however, travel to and from the countries of the European Union, the Schengen area, the United Kingdom and the “microstates” of Europe (Andorra, Principality of Monaco, Republic of San Marino, City State are not subject to any limitation. of the Vatican).

Not only. Those who arrive from the areas “liberalized” by the Dpcm of 17 May, will not even be obliged to the now usual 14-day quarantine. The same, unless otherwise indicated locally, applies to travel between regions. However, there is still an obligation to stay at home for those in quarantine (for those who have not finished it in practice) and for those who have contracted a respiratory infection with a fever of over 37.5 degrees.

In all regions except Lombardy, Trentino, Friuli Venezia-Giulia, Piedmont, Campania and in Genoa, the outdoor mask may not be worn, unless you are faced with a situation where the interpersonal distance of one meter is lacking .
