Smartworking in the PA, 30% of civil servants will continue to work from home

After May 4, as also provided for in the relaunch decree, in order to ensure the continuity of the administrative action, all public offices are expected to gradually reopen with the return to the headquarters of many employees. Return that still provides for contingent attendances and limited to activities that cannot be carried out remotely.
That’s why, says Minister Fabiana Dadone, the goal is to maintain the experience of agile work in a percentage of 30% of workers. All the others will return to the office, even if with staggered entrances and according to a shift decided autonomously by the single administrations. But at least until the end of the year, a part of the public employees will be able to continue the experience of agile work, waiting, the minister promises to make it structural. In the meantime, the administrations will have to make a series of assessments on which tasks can still be carried out remotely so as to be able to organize any employee shifts. In recent days, in fact, a questionnaire started from the ministry directed to public offices throughout Italy to monitor the first months of smartworking in the PA.

Goodbye to the tag?

The first to return to the offices are the managers whose job is to manage and organize the remote work of the employees. For them, therefore, the most demanding role, which the minister defines as a cultural revolution: they must change their vision having in mind the daily objectives of the workers. Control and results are therefore closely linked, much more than the amount of hours spent in front of the PC. In smartworking, the tag to be stamped becomes something of another time, replaced by the tasks to be completed within a set time. Some offices have already been organized like this: in the morning the manager assigns the paperwork to be done within a certain time, therefore the 8 hours of presence in front of the computer do not matter. Other offices verify the presence of the employee by accessing the operating system and entering the password. Other workers instead at the end of the day must present a sort of report of the work done. When the idea of ​​the card was introduced – reflects Minister Dadone – it was done to ensure the presence of people at work, I think it was a battle that did not always reach the goal, which was not to keep people still on the desk but it was to make him produce something. Remotely, however, there will be other control methods related to the result that the worker produces.

Certain rules

But, the minister points out, I don’t want to chain the public employee to the desk, I am interested in the PA being effective and efficient: in these weeks I have seen people working remotely and being able to produce much more than they did in the office. And the unions themselves are in favor of returning to the office, aware – Uil says – of the fundamental role they play in the daily lives of all of us citizens, but ask for full compliance with all the rules and protocols of prevention and safety and starts the as soon as possible a confrontation with the minister to regulate smartworking. For now – says Pierpaolo Bombardieri of Uil – it has been more than anything else homeworking, now certain rules are needed. From the right to disconnect to security protocols, from work tools to equal opportunities for those who work remotely in different parts of Italy: today on smartworking, unions say, there is no uniformity in administrations, that’s why it is important instead to draw a picture homogeneous general for all.

Digital hunting for the bad guys of the tag

In the meantime, even the sly tag controls become digital. From January 1, in fact, all irregularities are sent electronically to an ad hoc platform that collects communications on disciplinary actions against public employees so as to speed up the measures to be taken. Out of 1931 disciplinary proceedings launched in the first quarter, 466 ended with 82 serious penalties: 13 layoffs and 69 suspensions from the service. In all, 15 cunning cops were discovered: for 8 of them there was suspension from service, 1 been suspended for criminal proceedings, 1 was fired, for the other 5 the proceedings were closed.
