Political reasons weigh more than technical motivations: it would be the umpteenth historical flag of the old sovereign and anti-EU movement lowered in the name of realpolitik

It was September 26, 2012 when Claudio Messora, today author of the sovereign videoblog Byoblu and in the past head of the Five Star communication in Europe then fired, explained to the members of Grillo’s blog about the golden age what is the Mes. “It is a treaty establishing a financial organization that heavily affects our economic fortunes,” he began. Not a soup kitchen for the poor, he added, but “a program of heavy conditionalities and expropriations”, accompanied by the “transfer of parts of sovereignty” and in the “signature of memorandum of understanding by the Troika (European Commission, ECB and IMF)” .

The “conditionalities” and the Greek case

In the post, very long and accompanied by Messora’s video intervention, ample space was devoted to Greece to show what the conditionalities and restructuring processes of sovereign debt consist of. “The IMF – Messora wrote – has imposed the privatization and therefore the transfer to the market of all the largest assets in the country, for example airports, post offices, highways”. It was disputed that Italy had to contribute 15 billion to the Fund, forcing it to use the market (“We start a rescue process by borrowing further and paying high interest”), the loan repayment plan was attacked as a “loan sharking applied to the States” , Mario Monti and Mario Draghi criticized themselves, the budget balance rule in the Constitution approved in April of that year was disapproved.

The attack on the “transfer of sovereignty”

The final message sounded roughly like this: on the Mes nobody is telling you the truth, we want to inform citizens “about the tragic consequences of a treaty that will take away popular sovereignty without allowing us in any way to recover it”. Beppe Grillo relaunched that video from his Facebook page on September 27, grossing nearly 400 likes. And what in Mes sees the triumph of austerity imposed on the weaker states has remained the pentastellated narrative on the European Stability Mechanism, which has been repeated year after year with conviction. Almost as if the opposition to the Mes defined the movement’s increasingly blurred identity.

The farewell to the constant MES of the M5S programs

In all the electoral programs of the Five Stars, from that for the elections of 2013 to the last of 2018, in the Foreign section, voters are promised “the dismantling of the Mes and the so-called Troika”. The reform of the Stability Mechanism went through the Conte 1 and Conte 2 governments, making the Giallorossi alliance in December last year, when the Movement, always in a post on the Stars blog, celebrated as “a great victory” the postponement of the final vote on the new MES to 2020.

The new credit line

Then the pandemic broke out and that negotiation stopped. But another has started, the one on the European aid package for the countries affected by the crisis which inevitably calls into question the Mes. Because the EU Council already defined in April the physiognomy of the ad hoc credit line (Pandemic crisis support) which provides aid up to 2% of GDP, for Italy up to 36 billion euros. A loan immediately available at a rate of just over 0.1% per annum, preceded by a “semi-automatic” assessment of the sustainability of the state’s debt to be helped, without strong macroeconomic conditionalities and only one constraint: that the funds be used for the «Direct or indirect financing of health, care and prevention costs due to the Covid-19 crisis». It is preceded by a “semi-automatic” assessment of the sustainability of the state’s debt to help.
