Excerpt from the tax collection files, a 400 billion euro plan is being examined

For a long time and from many quarters it has been invoked in Italy a tax reform, and an important part of the “restyling” of a tax system almost 50 years old, according to what has emerged in the last few hours, could be represented by the excerpt of the tax collectors no longer collectable by the state.

What has been talked about so far

The idea is basically that of cancel old debts of Italians with taxation, an initiative already implemented in the past with the cancellation of debts of less than one thousand euros. It expressed itself in this sense Laura Castelli, deputy minister of economics and finance, in a recent post published on Facebook. “The time is ripe for a serious tax reform, which it will bring with it further lowering of taxes“, he has declared. And he continued: “The Director of the Revenue Agency is right when he says that it is necessary to reorder all existing tax rules, simplifying them as much as possible”. So, the promise: “We will also continue in the work of ‘cleaning up’ the state budget, which I started in 2018 with the excerpt of the folders, under 1,000 euros, which would never have been collected. “

How it could work

According to what some national newspapers report in these hours, the director of the Revenue Agency, Ernesto Ruffini spoke of a plan currently envisaged to the extent of 400 billion euros. According to the Revenue, in fact, there are a total of 954 billion euros of taxes still to be collected, of which 40% – 400 billion, in fact – are now to be considered no longer collectable by the State, and therefore not collectable.

In detail, 153 billion are debts of bankrupt parties, 119 billion related to deceased people, 109 billion they are credits towards nullatenenti, while for almost 69 billion the collection activity is suspended due to self-protection measures issued by the creditors, pursuant to judicial authorities’ judgments. And given that, as Ruffini explained, even just keeping these bad debts “alive” has a cost, it is better to proceed with a “cleaning up” of the balance sheet through their cancellation.

The search for a political formula

Of course, covers are needed to do this. One of the hypotheses under consideration by the Government would be to proceed with a sort of amnesty on completely bad debt. This solution, however, could be considered controversial by politics, especially by those forces that have always defined themselves as adverse to “Amnesties”. To transform the hypothesis of the removal of the folders into reality, in short, it will be necessary to overcome various resistances and find a politically acceptable formula.

Looking forward to learn more, the taxpayers may already qualify for some tax rules contained in the relaunch decree (here the QuiFinanza special). Among these there is, for example, one designed for those who, despite having joined the scrapping ter et al balance and excerpt, has not been able to pay the installments due by December 31, 2019. The Decree therefore allows the debt to be paid by accessing an extension, through an installment until December 10, 2020. However, until August 31, the terms are suspended for payments deriving from payment cards, debit notices and assessment notices entrusted to the Collection Agent expiring on 8 March. An extension which many Italians, however, have not used: according to recent data, in April, 59% nonetheless fulfilled their tax duties.
