The USR Emilia – Romagna has published a document expressing an opinion on the educational activities at the end of the school year.

According to the USR “any” end of school year “initiatives cannot, for the regulatory reasons mentioned above, be classed as educational activities, being the same suspended.

Likewise, they are not considered to constitute indifferent activities that justify work in the presence of school staff;

– at the same time, there are no impedimental reasons for the Local Authorities, having informed the educational institutions, to carry out, in extracurricular times and spaces, also extracurricular activities of voluntary socialization, which allow, in safety, the symbolic recovery of the final moment of a path training. Useful references for the safe conduct of the initiatives in question can be found in numerous Ordinances and regulatory protocols issued by the Emilia-Romagna Region, by individual Municipalities, as well as in the “Guidelines for the safe management of organized social and gaming opportunities for children and adolescents in phase 2 of the COVID-19 emergency “, issued by the Department for family policies (http://famiglia.governo.it/media/1934/20200516_linee-guida-centri-estivi_2344.pdf)”.

“Furthermore, with the provision of the Ministry of Education, from 8 March 2020, the presence of teaching staff in the places of service (i.e. at school) is only possible for carrying out remote educational activities. For ATA personnel, on the other hand, presence in the place of employment is possible “limited to activities deemed indifferent, in compliance with the safety conditions”. The prescriptions as mentioned above were confirmed in the following months, most recently by the notes of 1 May 2020, prot. n. 622, and 15 May 2020, prot. n. 682.

The USR thus concludes its opinion:
According to the writer office, therefore:
any “end of the school year” initiatives cannot, for the regulatory reasons mentioned above, be classed as educational activities, since they are suspended.
Likewise, they are not considered to constitute indifferent activities that justify work in the presence of school staff;
– at the same time, no impedimental reasons are identified to that the Local Authorities, having informed the educational Institutions, carry out, in extra-curricular times and spaces, pure extracurricular activities of voluntary socialization, which allow, in safety, the recovery
