Rome – What are the real estate restructuring interventions that can be done free of charge with the Ecobonus 110 per cent building? The Relaunch Decree goes to Parliament and the amendments promise extensions of benefits rather than limitations.

 <p>At present, before the conversion into law, the Relaunch Decree provides for a 110% superbonus for some energy efficiency measures for expenses incurred from 1 July 2020 to 31 December 2021. Although the Law Decree is already in force, it speaks of expenses incurred from 1 July 2020, therefore, aware that the provision of the Revenue Agency and an implementing decree are still awaited for the implementation of the standard, the best advice we can give to those who intend to intervene on a building, is to wait for the conversion into law of the Decree Law, with which the rules on the subject Ecobonus 110% will perhaps be modified or detailed.</p>                    

                 <p>Here are the interventions that will be able to enjoy the tax deduction boosted to 110%:<br/>thermal insulation of vertical and horizontal opaque surfaces affecting the building envelope with an incidence of more than 25% of the gross dispersing surface of the building itself - Maximum roof: the deduction is calculated on an overall amount of expenditure not exceeding € 60,000 multiplied by the number of real estate units that make up the building;<br/>interventions on the common parts of buildings for the replacement (non-integration) of existing heating systems with centralized condensing, heat pump, hybrid, geothermal systems, also combined with the installation of photovoltaic systems and related storage systems, microcogeneration - Roof maximum: the deduction is calculated on a total amount of expenses not exceeding € 30,000 multiplied by the number of real estate units that make up the building and is also recognized for the costs relating to the disposal and remediation of the replaced plant;<br/>interventions on single-family buildings for the replacement (non-integration) of existing heating systems with heat pump, hybrid, geothermal systems, also combined with the installation of photovoltaic systems and related storage systems, microcogeneration - Maximum roof: the deduction is calculated on a total amount of expenses not exceeding € 30,000 and is also recognized for expenses related to the disposal and remediation of the replaced plant;<br/>all other energy efficiency measures provided for in article 14 of Decree-Law no. 63/2013 (such as the purchase and installation of windows including window frames, sun screens ...), provided that they are carried out jointly with at least one of the interventions described in the previous points - Expense ceiling: the deduction it is calculated on a total amount foreseen by the spending limits set for each intervention.</p> <p>When we speak of "interventions that can be carried out for free" we must refer to the 3 options provided by the standard. Articles 119 and 121 of the relaunch decree provide for these possibilities:<br/>the possibility of benefiting from the 110% deduction in 5 years<br/>the discount on the invoice advanced by the supplier who carried out the interventions and recovered by the latter in the form of a tax credit, with the option of subsequently transferring the credit to other subjects, including credit institutions and other financial intermediaries;<br/>the tax credit, with the option of subsequent transfer to other subjects, including credit institutions and other financial intermediaries.<br/>In the first case, it is clear that it will be necessary to advance the money for the interventions to recover them in the tax return in 5 years. In the following two cases we are waiting to have a complete picture from credit institutions and other financial intermediaries, in order to understand the methods (above all) of credit transfer and if these will have a cost that will make the interventions no longer "free "as stated.</p>
