1. In consideration of the particular emergency situation caused by the COVID19 pandemic and the consequent inevitable necessity, all schools in the Republic should be assigned teachers with stable employment relationships from the first day of school, once the appointment operations have been completed in the role of the personnel entitled by virtue of the inclusion in the final rankings of the ordinary and extraordinary competitions announced in the years preceding that of publication of this law or of inclusion in the rankings subject to exhaustion referred to in article 1, paragraph 605, of the law of 27 December 2006 , n. 296, and once the operations provided for in Article 1 have been completed, paragraphs 17-BIS at 17-f, Which, limited to the appointments foreseen for the school year 2020/2021, will have to end by August 31, 2020 or will have legal effect from September 1, 2020 and reaching the office from September 1, 2021, the offices peripheral territories of the Ministry of Education proceed, given the situation of necessity and urgency; upon assignment of the appointment, out of the remainder of the posts still available to the following persons:

1) tenured teachers, provided with the specific qualification, who have been used or who have entered into a contract to t.d. pursuant to the provisions of article 36 of the CCNL 29 November 2017 for at least a three-year period, even if not continuous, starting from the 2008/2009 school year;

2) tenured professors, without the specific qualification but in possession of a valid qualification for access to the specific class of competition, who have been used or who have entered into a contract to t.d. pursuant to the provisions of article 36 of the CCNL 29 November 2017 for at least a three-year period, even if not continuous, starting from the 2008/2009 school year;

3) non-permanent teachers, provided with the specific qualification, included in the II bracket of the institute rankings, who have served in the state educational and educational institutions for at least a three-year period, even if not continuous, starting from the 2008/2009 school year;

4) non-permanent teachers, without the specific qualification but in possession of a qualification suitable for access to the specific class of competition, included in the third band of the institute rankings, who have served in the state educational and educational institutions for at least a three-year period, even if not continuous, starting from the 2008/2009 school year.

2. The teachers referred to in point 2) and point 4) are required to attend, during the test year, a specific academic path at the end of which, after passing the required tests, they will obtain the qualification. Failure to obtain the qualification involves the unilateral termination of the contract for an indefinite period.

3. The teachers referred to in point 3) and point 4) are also required to achieve, where not already possessed, the CFU / CFA foreseen by article 5 of the legislative decree 13 April 2017, n. 59, with the exception of the provisions of article 22, paragraph 2, of the same decree.

4. With regard to the support posts, once the appointment operations have been completed in the role of the staff entitled by virtue of the insertion in the definitive rankings of the ordinary and extraordinary competitions announced in the years preceding that of publication of this law or of insertion in the exhaustion rankings pursuant to article 1, paragraph 605, of law no. 296, and once the operations provided for in Article 1 have been completed, paragraphs 17-BIS at 17-f, Which, limited to the appointments foreseen for the school year 2020/2021, will have to end by August 31, 2020 or will have legal effect from September 1, 2020 and reaching the office from September 1, 2021, the offices peripheral territories of the Ministry of Education proceed, given the particular situation of necessity and urgency aimed at ensuring the most qualified social and didactic support for pupils and pupils with disabilities, for the appointment in the role, out of the remaining staff available to the following subjects:

1) tenured teachers, provided with the specific qualification and the qualification for support teaching, that have been used, or that have entered into a contract in accordance with the provisions of article 36 of the CCNL of the sector, on a support post for at least three years, even if not continuous, starting from the 2008/2009 school year;

2) non-permanent teachers, provided with the specific qualification and the specialization title for the support teaching, included in the II band of the school rankings, who have served in the state educational and educational institutions for at least a three-year period, even if not continuous , starting from the school year 2008/2009;

3) tenured teachers, provided with the specific qualification but without the title of specialization for the teaching of support, who have been used, or who have entered into a contract to t.d. in accordance with the provisions of article 36 of the CCNL 29 November 2017, on a support post for at least three years, even if not continuous, starting from the 2008/2009 school year;

4) tenured professors, without the specific qualification but in possession of a valid qualification for access to the specific class of competition, without the specialization title for the support teaching, which have been used, or who have entered into a contract to td in accordance with the provisions of article 36 of the CCNL 29 November 2017, on a support post for at least three years, even if not continuous, starting from the 2008/2009 school year;

5) non-permanent teachers, provided with the specific qualification but not with the specialization title for the support teaching, included in the II band of the institute rankings, who have served on the support post in the state educational and educational institutions for at least one three years, even if not continuous, starting from the 2008/2009 school year;

6) non-permanent teachers, without the specific qualification but in possession of a qualification suitable for access to the specific class of competition, provided with the qualification of specialization for support teaching, included in the III band of school rankings, who have served on a support post in state educational and educational institutions for at least three years, even if not continuously, starting from the 2008/2009 school year;

7) non-permanent teachers, without the specific qualification but in possession of a qualification suitable for access to the specific class of competition, without the specialization title for support teaching, included in the III band of the school rankings, who have served on a support post in state educational and educational institutions for at least three years, even if not continuously, starting from the 2008/2009 school year;

8) non-permanent teachers, provided with the specific qualification and the specialization title for the support teaching, (or who are in the process of attaining it) included in the II band of the institute rankings and in possession of the 24 CFU foreseen by the legislative decree 13 April 2017, n. 59;

9) non-permanent teachers, without the specific qualification, in possession of the specialization title for the teaching of support, (or who are in the process of achieving it) included in the III band of the institute rankings and in possession of the 24 CFU provided for by the legislative decree 13 April 2017 n. 59.

5. The teachers referred to in points 4), 6), 7) and 9) are required to attend, during the test year, a specific academic course at the end of which, after passing the required tests, they will obtain the qualification of enabling. Failure to obtain the qualification involves the unilateral termination of the contract for an indefinite period.

6. The teachers referred to in points 3) and 5) are required to attend, during the test year, a specific academic course at the end of which, after passing the required tests, they will obtain the specialization title for teaching on support post. Failure to obtain the specialization leads to the unilateral termination of the contract for an indefinite period.

7. The teachers referred to in points 4) and 7) are required to attend, during the year following the test, a specific academic path at the end of which, after passing the required tests, they will obtain the specialization title for on-site teaching. Failure to obtain the specialization leads to the unilateral termination of the contract for an indefinite period.

8. The teachers referred to in points 6) and 7) are also required to achieve, where not already possessed, the CFU / CFA foreseen by article 5 of the legislative decree 13 April 2017, n. 59, with the exception of the provisions of article 22 paragraph 2 of the same decree.

9. The teachers are graduated in special provincial lists constituted according to the score respectively attributed in the internal rankings of the institute, with regard to the tenured teachers used, and in the rankings of II and III band, with regard to the teachers who are included in them.

10. Equal share of the places assigned to the recipients of the provisions of this article for the school year 2020/2021 will be set aside in the staff of the school years from 2021/2022 and intended for ordinary bankruptcy procedures. “
