The data of the Higher Institute of Health are pushing towards the complete reopening of the country: on 3 June the travel bans will fall and it will be possible to return to move freely throughout Italy, after almost three months. Confirmation comes from the Minister of Health Roberto Speranza at the end of the summit convened by the premier Giuseppe Conte with the majority delegation heads.
“The current law decree provides for the resumption of intra-regional movements from June 3 and at the moment there are no reasons to review the planned reopening of the movements”, he underlines, however, reiterating that the trend of the curve will continue to be monitored between now and Tuesday.
Attention remains high
In fact, scientists warn: the incidence of cases “is very heterogeneous” on the national territory, there are Regions with a very large number and others with low contagion; that is why, when “frequency and extent” of circulation in the country increases, caution must be exercised and be prepared to isolate any new outbreaks. «The monitoring data is encouraging. The major sacrifices of lockdown have produced these results. We must continue on the path taken gradually, “Minister Speranza explained before the summit with Conte.
To the heads of majority delegation, to ministers Francesco Boccia, Luciana Lamorgese is Luigi Di Maio and to the undersecretary Roberto Fraccaro, illustrated the trend of the curve and the monitoring relating to the week from 18 to 24 May, the one that coincided with the reopening of bars, restaurants and shops, and also with the first “gatherings” in the nightlife squares.
Basically, he said, the notorious Rt (the virus transmissibility index) is below 1 in all Regions, the trend of new cases is decreasing and even if some territories still have a very high numerical base, there is a good reaction capacity of the health system.
Pressing on the Government
So closed speech? If the data doesn’t plummet in the next four days, yes. Also because the pressure on the government to reopen the whole country on the 3rd is very strong: from governors, opposition, economic categories and also from those who in the majority had so far not been unbalanced.
The chief grillino Vito Crimi, who two days ago asked that only “travel to neighboring areas be allowed, considering that in Lombardy people still die”, he is now pushing for a total reopening: “I don’t think it is appropriate to extend further, I think we should open the 3 without differentiations between Regions “.
To reopen the “borders” there will not even be a need for a new Dpcm: the one in force provides for the prohibition of intra-regional travel up to 2, while starting from the following day these can be “limited only with measures adopted pursuant to article 2 of decree-law 19 of 2020, in relation to specific areas of the territory national, according to principles of adequacy and proportionality to the epidemiological risk actually present in these areas “.
In deciding to reopen the whole country, however, the government will have to take two elements into account. First of all, in analyzing the data, the scientists have repeatedly stressed that the virus is far from defeated, given that “new outbreaks” have already been identified and that the situation is “epidemiologically fluid” in many Regions.
Respect the distance
So even if you decide to reopen there must be “strict compliance” with the measures of distance, hygiene and ban on gathering. Not only: health systems must continue to be strengthened to cope with a possible rise in infections and we must be ready, as the Deputy Minister of Health Pierpaolo Sileri says, to isolate any red areas: “In case of variations, surgical backward steps may be necessary”.
Because these are the only weapons available to counter the spread.
The political aspect
The other aspect is instead entirely political political. And it is the concern of several Regions, especially those in the center and south that have a very low number of cases, to find the virus at home due to the movement of those arriving from territories where the circulation of Covid is much higher.
A fear already expressed in recent days by Sardinia, Sicily and Puglia to which Lazio and Campania have also been added today, with Vincenzo De Luca who as usual did not use turns of words: “It is entirely reasonable – said the governor from Campania – that if there is a territory with a very high number of people infected, this territory must have restrictions on mobility”.
