It is understood in the majority on changes to the school decree being read by the Senate Education Commission.
The amendment signed by the speaker to the school decree (Luisa Angrisani of the Five Star Movement) has been presented, which will be put to the vote in the Senate committee and which summarizes the agreement on the extraordinary competition for temporary workers.
The text, already filed yesterday evening, will be voted on in the afternoon. The numbers are there and therefore the majority agreement holds up despite the discontent of the Democratic Party, while Leu, according to what is learned, will vote in favor of the amendment.
The competition with the written test will be held during the 2020-2021 school year – reads the text – and provides open-ended questions. In addition to didactic, method and teaching disciplines knowledge of English will be needed.
“The selection of teaching staff with three years of service will take place through a competition which involves passing a regular written test following which the teachers who are suitable results will be included in a merit ranking from which recruitment will take place thanks also to the enhancement of the qualifications cultural and service “, reads a note from the Five Star Movement.
With respect to the first formulation rejected by Pd and LeU, the clarification of the number of questions disappears.
The tests will take place after the summer, with the subsequent entry of the first winners as of September 1, 2021.
For the next school year, 2020/21, teachers will therefore be hired on fixed-term contracts based on the provincial rankings which will be reopened and updated at the same time as the amendment approved in the commission.
The winners of the competition hired in September 2021 will be guaranteed the legal backdating of the appointment in September 2020.
The decree n. 510 of 23 April 2020, published in the Official Journal on 28 April, continues to maintain its effects, therefore, unless changes are made in the last hour, applications may be submitted from tomorrow, Thursday 28 May

“After intense work in the Education Commission, we have translated into an amendment the agreement on the competition for school temporary workers reached between the majority forces with the mediation of President Conte. We have guaranteed one point above all, fundamental for the 5 Star Movement: the selection of teaching staff with three years of service will take place through a competition which involves passing a regular written test following which the teachers who are suitable results will be included in a ranking of merit from which recruitment will take place thanks to the enhancement of cultural and service titles. The tests will take place after the summer, with the subsequent entry of the first winners as of September 1, 2021.
For the next school year, 2020/21, teachers will therefore be hired on fixed-term contracts based on the provincial rankings which will be reopened and updated at the same time as the amendment approved in the commission. We are talking about more than 16,000 teachers who will be regularly hired indefinitely after a real competition test suitable to guarantee their merit. It is the best result that could be achieved given the contingent situations and we can safely say that if it had not been for the attention to the quality of the 5 Star Movement school, none of this would have happened, and in all probability we would have witnessed the yet another amnesty in spite of student rights and the Constitution. We have worked day and night to overcome the obstacles posed by those who have a vision of the school as a bundle of partisan interests, and we are satisfied. We owed it to the teachers and to all those who believe in the school as a place for the enhancement of merit, ability and commitment of students and teachers. A special thanks goes to Minister Lucia Azzolina for her perseverance even in the face of the multiple pressures of these weeks, to which insults and even threats have been added. It was not easy, but the preeminent interest of the community has been preserved. So let’s go ahead with our heads held high. The next step will be in the classroom to conclude the process in the Senate and proceed with the definitive conversion into law of the decree with the passage to the Chamber “.
The extraordinary secondary competition, as established by the DL 126/2019, is open for teachers who meet the following requirements:
- at least three years of service in state secondary school (also on support) from 2008/2009 to the 2018/2019. Who finishes the third year in 2019/2020 participate with reservations
- one of the three years must be specific, that is, carried out in the class of competition for which one participates.
- They will be able to participate, even if only for the purpose ofenabling, the teachers who have completed the three-year service in the peer school. Even tenured teachers who are three years old however, without a specific year on the class of competition, can participate only for the purposes of authorization.
The year will be considered valid even if the service has been provided uninterruptedly from February 1 until the end of the final ballot. For the three-year period necessary for admission to the competition, the 2019/2020 school year will also be considered useful. This is provided that the interested parties mature the service requirements by 30 June. The service provided in private schools and professional training is also valid.
For the support posts in addition to the following service requirements, it is necessary to have the specialization on support.
