Coronavirus, Toti: “In Liguria, an index of contagion below the alarm threshold”

                            Liguria. “The data from the Ministry of Health show what we have been saying for days: there is a positive trend in Liguria for all indicators, without warning signs.” This was stated by the President of the Liguria Region Giovanni Toti on the health situation linked to the Covid-19 emergency.

“It is the result of the monitoring of Phase 2 envisaged by the DPCM which analyzes weekly the data provided by Alisa. The indicators that evaluate the quality of monitoring, circulation and pressure on the regional health system are excellent ”.

Regarding the analysis carried out by the Gimbe Foundation on the progress of Phase 2, the Liguria Region and Alisa reiterate that monitoring is institutionally entrusted to the Ministry and the Istituto Superiore di Sanità which receive data from the regions through a dedicated platform and through periodic reports . In order to understand the complexity and richness of the monitoring tools, over 500 thousand data concerning Ligurian cases are entered on the platform and each report contains dozens of indicators.

In consideration of the delicacy and importance of the assessments, in-depth analyzes are required constantly on dozens of indicators and continuous discussions with the researchers who feed the surveillance systems with the aim of defining a complex phenomenon such as the ongoing epidemic.

Epidemiologists are well aware of the difficulty of analyzing only a few aggregated data and of drawing conclusions as carried out by Gimbe.

As regards the swabs performed in the different regions, the data reported by the Foundation are surprising: in the annex, in Figure 1, the average number of swabs performed daily on the population (observation period from 1 to 24 May) in different regions is indicated and it emerges clearly how Liguria does not stand below the national average, but is 20% higher than the Italian figure.

As for the ratio between the number of swabs performed and the incidence, in Figure 2 it is observed that the average of swabs performed is constant, while the number of new cases, or the incidence, is continuously decreasing. Comparing the week from 4 to 10 May 2020 with the week from 18 to 24 May 2020, the incidence of cases decreased by 41%.

The comparison between different realities by population and by initial clinical picture, like the Italian regions, cannot ignore the evaluation of the trends, as happens, in fact, in the reports of the Ministry and Istituto Superiore di Sanità, which is not evident from Gimbe’s comments.
