The measurement guidelines published by Ministry of the Environment, rather than directing those who intend to buy a shiny new two-wheeler, it seems they have sent all the aspiring cyclists who want to take advantage of the bonus to buy a new 2-wheeler in confusion.
The process is therefore extended in order to get back 60 percent of the purchase price (for a maximum of 500 euros), for the purchase of bicycles, including pedal-assisted bicycles, as well as vehicles for personal mobility with mainly electric propulsion will also be valid for the purchase of used bikes and for those purchased online, but what however, it must be anticipated.
For incentives, a dedicated App will be created on which work has been carried out these days.
Lots of questions have been asked in recent days by lovers of 2 wheels who have seen the bonus a tempting opportunity to make a new purchase: “Will they all be automatically credited? Or will there be a list to buy bikes or scooters from? In short, from the premises it does not seem that the process of buying a bicycle with a 60% discount will be really that easy. And how will it work with e-commerce? “.
Let’s go step by step.
Bike bonus: click day hypothesis
Probably, when the platform on which to obtain the discount or reimbursement sees the light, the funds available will be ‘burned’ in a few hours, in a real click day. Excluding, it is a concrete possibility, part of those who in recent days have already paid for bikes.
They do not hide it from the Ministry of the Environment, where with the resources moved by the relaunch decree they expect to be able to co-finance the purchase of about 350 thousand bikes, e-bikes and scooters.
In these days, the race to the bicycle shops that has affected the major cities has been a rather clear response to the interest aroused by article 229 of the Relaunch decree.
The boom in sales, however, has led many to wonder how many in the future will really be taken for granted. And it is no coincidence that, in recent days, the Minister for Infrastructure Paola De Micheli and the Minister for the Environment Sergio Costa have placed the emphasis on having more funds available than the 120 million currently planned.
Who will be able to take advantage of the bonus bike
In addition, there is also a final clause: initially the government had guaranteed the benefit to those who live in a city of over 50,000 inhabitants.
Now we are talking only of the regional or provincial capitals, of the municipalities with over 50 thousand inhabitants or of the municipalities of a metropolitan city. And finally you must have the residence and not the domicile in the Municipality concerned, with an additional complication for off-site students and commuters. Then, certainly L’Aquila will be able to use it.
The procedure to be followed for the refund (in 2 stages) of the bike bonus
The procedure to be followed for reimbursement is complicated and the reimbursement times (equal to 60% of the expense) are far from certain. And take advantage of the offer, according to the newspaper The truth, it becomes a very slippery road.
Bike bonus and the two “phases”
If an invoice and bank transfer are enough to get back the money spent on the home renovation, the journey is much longer for the bicycle. First, the government has distinguished a phase 1 and a phase 2 to get refunds for bikes and scooters. The first, taken on May 4, will end when the incentives website is online, created by the Ministry of the Environment, which has two months to do so since the publication of the decree in the Official Journal.
Phase 1, buy and wait
And here comes the first catch immediately, because the decree that dictates the regulations for the bike bonus will not be the Relaunch decree but the “inter-ministerial decree implementing the Good Mobility Program”.
For the moment, those who want to buy the bike must make the purchase in the store or online, pay the full price and request the invoice and wait for the app.
Only then can the refund process be started: it will be a matter of accessing the website with the Spid, the public digital identity system, loading the invoice and waiting for the money.
Online app … discount now?
Phase 2 of the measure will start just when the app is online: since then, says the government, “the citizen will pay 40% and the seller will receive a 60% refund“.
But will it really be so? In fact, the Truth still emphasizes, the buyer must generate a digital shopping voucher giving all the data on the item he intends to buy, how much he will spend and where. And the seller must have authorization from the government.
