SIMULATIONS
At this stage, therefore, everything is still very fluid, even if simulations are underway at a technical level. On the political level there is an idea that should serve as a guiding principle, that of safeguarding ordinary consumption and possibly intervening on what can be considered luxury. So nothing will happen to food and medicine today taxed at 4 and 10 percent, and the subsidized rates on real estate and construction will also remain in place. While some consumer products currently taxed at 22 may drop towards 10, which is in fact part of the shopping cart.

Where do you get more revenue instead? The sector on which attention has been focused for some time is tourism, which includes hotels, restaurants and other services. A generalized cancellation of the current reduced rate would probably have excessive repercussions and has already triggered the preventive reactions of the interested parties. But for example the world of hotels could be divided according to categories, and those with more stars fall into the higher rate. Without excluding – for this range – a possible further upward adjustment of 1-2 points compared to the current 22 percent.

It is an operation that must however be very targeted and therefore requires time and attention. In addition to being politically sensitive, as demonstrated by what happened last fall regarding the taxation of plastic, carbonated drinks and company cars. The time horizon is that of the next Budget law, so as to bring into force the new rules starting from 2021. And the new IRPEF architecture should also start from next year. At a political level – fibrillations in the majority permitting – we will return to talk about it already today, in one of the ministerial meetings scheduled for the development of the government agenda. Minister Gualtieri remains however very cautious on the front of finding financial resources and continues to repeat that a substantial part of these will have to come from further measures to affect the evasion.
