He’s through. The gas boiler law comes into effect on 1 October. After a transition period of one and a half years, uncertified tinkering with central heating boilers will be punishable from 1 April 2022. The Ministry of the Interior has announced this. In total, the law has been delayed by 2.5 years.
The Gas Boiler Act was postponed for the fourth time just before the summer. The Gas Boiler Act is a response to a report on carbon monoxide poisoning from the Dutch Safety Board from 2015. Initially, the intention was to have the law take effect in January 2019. About 2.5 years later the time has come. The statutory certification scheme for gas-fired appliances will become a paragraph in the Building Decree.
End of messing around?
The Gas Boiler Act is a statutory regulation that sets professional competence requirements for all central heating fitters and installation companies in the Netherlands who install or maintain boilers. Mechanics must pass a theory and practical exam, and companies must certify. Branch association Techniek Nederland is content. Chairman Doekle Terpstra: “It is good that the legislation is finally coming into effect. The legal CO certification is very important to reduce the number of accidents involving carbon monoxide. ”
Also punishable privately
After April 1, 2022, private individuals who have their boiler maintenance carried out by a non-certified installer will be punishable by law. Installation companies that install or maintain without the correct paper boilers can also be fined. The law means that installing a central heating boiler and periodic maintenance will become more expensive for consumers. A public campaign will be launched shortly to inform private individuals – and also installers – of the changes.

Notification obligation and database
In addition to certification, installers will also be required to report unsafe installations – this is the case if a concentration above 20 ppm is measured in the installation area. Boilers that emit an excessive percentage of carbon monoxide must be switched off and reported. Certified installers are entered in a database so that consumers can check whether their installer has the required papers in their pocket.
After working on the gas boilers, air supply and flue gas outlet, maintenance technicians may only start up the installation again if the CO concentration in the installation room is below 5 ppm. And the amount of carbon monoxide in the combustion gases must not exceed 400 ppm in a closed appliance. For an open appliance with discharge, the threshold is 200 ppm, can be read in the ministerial regulation.
The Ministry of the Interior sees the next 18 months as a bridge to ensure that installers and municipalities are ready for the law. “During this period, institutions will be designated through which companies can obtain certification and companies can ensure that they have the required expertise in the field of carbon monoxide,” said the ministry.
Installers are already working on certifying people on the basis of diplomas, experience certificates and new training. Branch association Techniek Nederland has drawn up a manual for its members. Yet there are still many question marks surrounding the law. Municipalities are formally the ones that have to enforce the knowledge, but have previously indicated that they do not intend to do so.
