Notification obligation and database

In addition to certification, installers will also be required to report unsafe installations – this is the case if a concentration above 20 ppm is measured in the installation area. Boilers that emit an excessive percentage of carbon monoxide must be switched off and reported. Certified installers are entered in a database so that consumers can check whether their installer has the required papers in their pocket.

The new quality mark, which is mandatory for certificate holders on all communications relating to work on gas combustion installations.

After working on the gas boilers, air supply and flue gas outlet, maintenance technicians may only start up the installation again if the CO concentration in the installation room is below 5 ppm. And the amount of carbon monoxide in the combustion gases must not exceed 400 ppm in a closed appliance. For an open appliance with discharge, the threshold is 200 ppm, can be read in the ministerial regulation.

Enforcement

The Ministry of the Interior sees the next 18 months as a bridge to ensure that installers and municipalities are ready for the law. “During this period, institutions will be designated through which companies can obtain certification and companies can ensure that they have the required expertise in the field of carbon monoxide,” said the ministry.

Installers are already working on certifying people on the basis of diplomas, experience certificates and new training. Branch association Techniek Nederland has drawn up a manual for its members. Yet there are still many question marks surrounding the law. Municipalities are formally the ones that have to enforce the knowledge, but have previously indicated that they do not intend to do so.
