Public administration, starting from Friday the recruitment limits: the turnover returns in all branches of the State


Public administration ready for total release of recruitment. From 15 November on turnover returns to 100% even for the government in the strict sense. There Budget Law of 2019 he had indeed postponed it to next Friday release of assumptions in non-economic ministries, tax agencies and public bodies. After years of barriers in optics spending review, therefore, the last limits to staff turnover fall, so that the expenditure for those who leave can be entirely transferred to new entries.

According to the estimates of the ministry, from next year the public administration will assume about 150 thousand people in the average of twelve months. Data that respond to a turnover that has returned 100% again in all public offices. Numbers to which must be added i extra entrances financed by the past maneuvers. Overall, adding up everything, we should reach 450-500 thousand entries over three years.

In the regions, then, a ad hoc decree provides that you will be able to make even more hires, anchoring them to different parameters from retirements. In the territories the turnover constraints have now been eliminated and now the aim is to change the pattern, with assumptions no longer calibrated on the outputs but on balance sheets. So where there are resources we can program inputs higher than retirements.

From the beginning of next year the Regions will be divided into five bands, which will correspond to the same number of thresholds, or expenditure ceilings. In the first application phase e until 31 December 2024, the regions with ordinary statute within the limit of the threshold value, reads the text, "can increase annually, for recruitment of permanent staff, the personnel expenditure recorded in 2018, to an extent not exceeding 10% in 2020, at 15 % in 2021, 18% in 2022, 20% in 2023 and 25% in 2024, in line with the three-year plans for personnel requirements and subject to multi-year compliance with the balance sheet certified by the auditing body " .

A parallel provision is expected, within this month, for the Common. From what we learn, in fact, the Ministry of Education will reconvene around a technical table.
