One fired by 150,000 fresh forces a year, for a total of 450,000 new hires by the end of 2022. The public administration remade the look by removing the lock on the turn over which, for reasons of containment of public spending, had now lasted for 8 years. From next Friday, in fact, the turnover of the staff, within the administrative structures of the State, will return to 100% even among the government in the strict sense, that is to say for the employees of the ministries, of the Presidency of the Council, of the tax agencies and of non-economic public bodies. The process will be complete on December 1st, when the constraint, already canceled by local authorities, will also fall for the University.
As a matter of fact, as sanctioned about a year ago by the Concreteity decree of the Conte I government, any civil servant who retires can be replaced by a reinforcement fished through a competition or drawing from the lists of suitable candidates. On the contrary, the replacement can be even more stringent, considering that Regions and Municipalities will be able to plan higher entries than retirements. The maxi operation is necessary to respond to the extraordinary exit of state: after the tightening operated by the Monti government in 2011, they are in fact reaching the requirements to go to rest all those who were trapped at work. And to this is added the 100 share effect, which as often stressed by the same owner of the Pa, Fabiana Dadone, is accelerating the flight. There is talk about 150 thousand employees already out, or ready to do so, with a minimum of 62 years of age and 38 of contributions. To speed up the replacement, among other things, it was decided to extend the rankings of expiring public competitions, so as to be able to draw directly from the lists of suitable candidates, over 85 thousand according to the data available.
In the three-year period, as mentioned, the total number of recruitments should be around 450-500 thousand units. The extra revenues, financed in the previous maneuvers, must be added to the ordinary turnover. Above all, at the local level the recruitment system will change, disconnecting it from the spills and linking it to financial sustainability. Thus, those who can afford it, will have hands free on the entrances. For the Regions, from January 1 the new scheme will be a reality. Therefore, where there are resources, it will be possible to program more than retirement entrances. The faculty has been envisaged in the growth decree and now there is also the first implementing provision, published in the Official Gazette this week.
Here is that from the beginning of next year the Regions will be divided into five bands, which will correspond to as many threshold values, or expense ceilings. The most generous relationships belong to the less populous realities. In the phase of first application and until December 31, 2024, the Regions with ordinary statute within the limit of the threshold value, it is stated in the text, «can increase annually, due to the hiring of permanent staff, the personnel expenses registered in 2018, in measure not exceeding 10% in 2020, 15% in 2021, 18% in 2022, 20% in 2023 and 25% in 2024, in line with the three-year plans for personnel requirements and subject to the multi-year compliance of the balance sheet balance asserted by the auditing body ».
In recent days, Minister Dadone explained that recruitment will especially benefit young people. A requirement also suggested by the statistics, considering that the organic of the Italian Pa are among the oldest in Europe. The average age of state employees fluctuates around the age of 50 and only 2.7% of staff today is less than 30 years old, compared to an average of 27% in France and Germany. Meanwhile, the features of contractual increases become clearer: for all 3.2 million employees, wage increases of 96 euros should be taken.
