2020 will be the year of the fight against tax evasion, the Conte Government has made it very clear.

The Ministry of the Economy and the Revenue Agency are planning a meeting on 12 November 2019 to discuss the convention on 2019-2021 goals.

Among the highlights of the meeting, as the newspaper anticipated ItaliaOggi, we will also discuss the possibility of put an end to the experimentation of the profit meter on natural persons and to initiate actual checks on the current accounts of all tax payers.

This means that from 2020 all current accounts, credit cards and prepaid cards will be targeted by the Revenue Agency and the Guardia di Finanza.

The purpose, as can be read from the documents downloadable from the site of the National Union of State Executives, is:

"Improving the quality of controls to effectively combat tax evasion and avoidance in a perspective of gradual and structural reduction of the tax gap, starting from the most immediately attackable through an improvement in one's own performance".

The Inland Revenue intends to improve its controls and to do so will rely on tools such as the databases available to it, that is the superanagrafe.

We recall that the superanagrafe is a database made up of data from the Revenue Agency and the Guardia di Finanza, an enormous amount of information available to the tax authorities.

In reality the process of the Risparmiometro had already begun with the Save-Italy decree of 2011, then dating back to the Monti Government (but it was the victim of the legendary slowness of the Italian bureaucracy).

The road to get two instruments approved as a savings and super-flyer has been a long one, given the enormous controversy that opens up from the point of view of protection of personal data.

In the end, however, the Privacy Guarantor has given the ok, first on the security of the means with which the data will be transmitted between banks and financial intermediaries, and then on the use of these same data.

At this point it was possible to proceed with the experimentation, which the Revenue Agency started in August 2018 on the companies, just a year later, in August 2019, the model is applied to natural persons.

  • securities deposit;

  • investments in collective asset management companies;
  • insurance products;
  • credit cards.

What to do in case of checking the current account?

In case of checks on his current account, the tax payer will have to provide the necessary justifications to the authorities.

The advice in any case is to keep track of all the documentation in writing, since the simple testimony of a parent will not be valid.
